After weeks of investigation and hesitation, the verdict came on Friday. No, the center faction does not accept Mauro Poggia (64) as a member. Poggia was elected member of the Council of States in the canton of Geneva. He ran for the Mouvement citoyens genevois (MCG) – and now has a problem.

Poggia sees no alternative to joining the center. According to his own statements, he has too many ideological differences with the SVP.

A parliamentary group is needed in Bern to obtain seats in the committees. This is where the important political preparatory work is done, deals are concluded and the political course is determined. No faction, no influence.

The problem with the SVP

While Gerhard Pfister (61) spoke to the MCG on Friday mainly about “different political orientations”, he also mentioned Article 61 of the Parliament Act, which states that an elected representative may not sit in a different parliamentary group than the other representatives of his group. party. Two MCG members, Roger Golay and Daniel Sormanni, have already joined the SVP group.

Mauro Poggia would not comment on the center’s decision. “He makes it clear to me that I could not have done any work in the center faction that would have been compatible with my beliefs.” Until 2009, Poggia was a member of the CVP, the predecessor of the centrist party.

The Genevan will therefore have to join the Council of States as a non-registered member. Unless, during the course of the term, he manages to be included in the parliamentary group despite his political differences with the SVP – or to get the two MCG MPs in the National Council to switch parties at their discretion.

“I haven’t closed any doors yet.”

Nothing has been decided yet for Poggia itself. “I haven’t closed any doors yet and I don’t plan on running into anything,” he says. “I will take my time to decide whether to remain without a faction or not. And that doesn’t just depend on me.”

The strong figure of the MCG explains: “Being without a faction in the Council of States means that you can speak on all topics and table amendments. So even though I am independent, I will never exist.”
