Hardly any other place was talked about as much on election Sunday in Bern as Chiasso TI. SVP President Marco Chiesa (49) emphasized for every microphone that came his way: “None of you would live and live in Chiasso today.” Illegal migrants would cause big problems there, the Ticino resident said.
Elisabeth Baume-Schneider (59) sees it differently. On Monday, the responsible Minister of Justice traveled to Ticino himself. There she met the mayors of Chiasso, Balerna and Novazzono as well as Raffaele De Rosa (50), president of the Ticino State Council, and other politicians. And she visited the Federal Asylum Center Chiasso.
“I would really like to live in Chiasso, and not just because of the temperatures,” Baume-Schneider said at a media conference afterwards. The region is very exciting. And she’s not alone: ”I think my husband would be very happy too.”
Baume-Schneider had previously announced that he would investigate measures to improve the asylum situation. The Ticino authorities had been demanding this since the beginning of the summer. The feeling of insecurity as a result of criminal offenses is increasing among the population. For example, landlady Maria José Soler (63) recently said in Blick: “They fight, break things. They come onto our terrace, harass and insult the guests. The SP federal councilor emphasized that a large number of asylum seekers adhere to the rules. Only a few would commit crimes. These are the ones who are putting pressure on our asylum system.
As Baume-Schneider explained, she has instructed the Secretariat of State for Migration (SEM) to intensify security measures with additional staff and patrols. Further disciplinary measures within the asylum center are also conceivable. However, she remained vague about specific measures and made clear: “There is no revolution in what we can do.” But you could analyze how to make it clear to someone who has spent two days in the detention center and returns to the center that he or she has crossed a line.
The distribution among the cantons could also be discussed. “But it is still too early to say that we will overhaul the distribution system.”
The criticism of Baume-Schneider’s refugee policy does not only come from the SVP. The UN refugee agency UNHCR sees improvements in housing. “But there are still gaps,” said a press release. The UNHCR identifies opportunities for improvement, for example in the care of people with special needs, such as minors traveling alone.
