The army will not be reduced in size: the Federal Council bends the law

The army loses a few thousand people every year. “By the end of the decade we will be missing about a quarter of our inventory!” warns army chief Thomas Süssli.

As the saying goes: in war and love, everything is allowed. The Federal Council also seems to take this to heart: if the army does not comply with legal requirements in times of war, the law will be amended.

Because the starting position is actually clear. The Swiss army has too many soldiers. The regulation on the organization of the army states that the army has a target number of 100,000 and an effective number of 140,000 people subject to military service – a maximum.

In fact, this number will increase to more than 151,000 people by 2022. Today there are more than 147,000 military members. Still more than 7,000 more than legally allowed. Military law allows the federal government to exceed the maximum authorized number of armed forces; but that was limited to the end of 2022. Now it is against the law.

It is better to change the law than to change the shares

In order to return to compliance with the law, Defense Minister Viola Amherd (61) proposed to the Federal Council as a whole to reduce the effective number of armed forces by a total of 18,400 men in the coming years.

However, the centrist federal councilor faced resistance from her government colleagues. To restore compliance with the law, the Department of Defense DDPS should now simply prepare a consultation template for an amendment to the military law to exceed the specified maximum inventory for a specified period.

The Federal Council does not want to be without soldiers

“Given the current geopolitical situation, the Federal Council does not consider a reduction in the effective army number to be appropriate at this time,” the state government said.

In concrete terms, this means that although there is war in Eastern Europe and an increased risk of terrorism due to the conflict in the Middle East, there is little point in dismissing soldiers from service. Sufficiently high stocks are important to guarantee endurance during longer deployments through replacements. (dba)
