“We are determined to act together against irregular migration and, in particular, to combat the criminal activities of smugglers, who represent a true scourge on society,” Justice Minister Baume-Schneider told media in the Thônex municipality of Geneva .
The main objective of this action plan is to prevent irregular migration, according to the head of the Federal Ministry of Justice and Police (FDJP). At the same time, it helps to provide protection to people who actually need this protection.
France and Switzerland already work together in the border area. However, the two neighboring countries want to do even more given the increase in secondary migration, namely travel from one Schengen state to another.
The action plan includes several measures, starting with police operations in the border area to combat smugglers. Mixed patrols are deployed in cross-border rail traffic. Communication should be strengthened through the appointment of liaison officers.
“Whoever talks about a border and whoever talks about friendly countries must control this border together,” emphasized French Interior Minister Darmanin. In the existing joint police work with Italy, France has had good experiences in the fight against smuggling gangs, he explained.
At the European level, Switzerland and France, together with other partner states, want to work towards rapid Dublin procedures and the resumption of Dublin readmissions by Italy. The two countries also spoke in favor of rapid reform of the European asylum and migration system.
According to Baume-Schneider, another central point of the action plan is a shared commitment to effective return procedures and against third countries’ visa policies that promote irregular migration to the Schengen area.
Switzerland and France want to evaluate the action plan in the first half of 2024 and propose further measures if necessary. Before France, Switzerland had already concluded similar action plans with Austria and Germany in 2022.
The increased cooperation on migration with France comes at a time of relaxation with the neighboring country. After Switzerland decided not to purchase the French Rafale fighter jet more than two years ago, this led to a significant cooling of relations with Paris.
Now the relationship seems to be gradually easing. The meeting between Finance Minister Karin Keller-Sutter and her French counterpart Bruno Le Maire in Paris on the same day also represents a normalization of bilateral relations. It was the first visit by a Swiss government member to France since the Rafale controversy. During the meeting, France and Switzerland agreed to intensify cooperation in the economic and financial sectors.
Another sign of the thaw is the announced visit of French President Emmanuel Macron to Switzerland on November 15 and 16. The last time a French head of state visited our country was eight years ago: François Hollande.
