In June this year, the Council of States approved the proposal, which should contribute to the fight against the shortage of skilled workers. The National Council had already approved it in March.
The Federal Council wants to make it easier for people from non-EU and non-EFTA countries to obtain a work permit if they have a Swiss diploma at a higher educational level. These people have to work in a sector with a skills shortage.
Their work must also be “of great scientific or economic importance” for Switzerland. However, those who said the proposal was not constitutional now had the upper hand in the Council of States. The council approved their denial request on Tuesday. The bill now goes back to the National Council.
