More climate protection, lower health insurance premiums and a new deal with the EU – before the 2019 elections, the parties advertised ambitious election programs and big promises. Blick did the check: who kept their promises and what went wrong in Bern?
Climate protection, low health insurance premiums and more equality were the main topics of the SP in the 2019 election campaign. Among other things, she wanted to ensure that the Swiss financial center stops investing in fossil fuels by 2030. But the announcement remained: there is not a single proposal for this in the current legislature.
Equal pay is a long-running theme at the SP – the parliamentary party has repeatedly submitted proposals on this subject since 2019. However, she did not find a majority in parliament. This summer, for the first time, larger companies will have to publish equal pay analysis – even if they are not beyond doubt.
During the election campaign, the SP also launched the premium reduction, which requires no household to spend more than ten percent of disposable income on health insurance premiums. The SP can claim as a success that parliament is working on an indirect counter-proposal to the initiative.
2019 was climate elections for the Greens. But they have not achieved much. They demanded a significant tightening of the CO₂ law – and they succeeded in parliament. They legislated a mandatory domestic destination and an air ticket levy. The setback then followed in front of the people: the law was rejected in June 2021. The new edition, which will soon be submitted to Parliament, is vague and unambitious. The Climate Alliance, which also includes the Greens, achieved a symbolic success with the adoption of the Climate Protection Act in June. In the law, however, people search in vain for effective measures for climate protection.
In social policy, the Greens had decided to introduce parental leave. But that left them without a chance in parliament. After all, with the centre-left they managed to push through the two-week paternity leave.
In 2019, the center still stood as a CVP with demands for a health care system that could be funded, safe and fair old-age pensions, and the end of tax discrimination against married couples. Your health care cost containment initiative has resulted in a counterproposal. However, parliament is still arguing about that – and whether it will solve the problem of rising healthcare costs is another question.
Meanwhile, the political competition for the center has grown with his prestige project, the abolition of the marriage fine for taxes and in the AHV. The diagnosis that married couples pay more tax and receive less AHV than unmarried couples is beyond dispute. However, when it comes to the question of the right therapy, a hiccup arises. The Federal Council and parties such as the FDP and GLP want individual taxation. What the center rejects. The battle over the marriage penalty is likely to go on for years.
After all, in the field of pensions, the center has achieved a breakthrough together with other civil parties with the AHV revision that has been adopted.
In 2019, the GLP focused on climate protection, innovation and European politics. The Green Liberals also wanted the CO₂ law to be tightened, but were opposed by the population.
The GLP was the only party arguing for a quick solution with the EU. She was correspondingly disappointed after the negotiations on the framework agreement broke off. Nevertheless, she is tirelessly committed to bilateral relations – but always runs into the wall, because hardly anyone else wants to go along with it and the Bundesrat is responsible anyway.
The GLP was able to score points with its constituents on innovation – especially in the environmental and energy sectors. It promotes ideas such as mobility awards. To date, however, we have made little progress. Even though the first political attempts are being made and the discussion about the Gotthard toll shows that the idea could be socially acceptable.
In the election campaign, the FDP pushed for a competitive economy, reform of old-age benefits and securing bilateral roads. It supported the framework agreement with the EU (albeit less enthusiastically than the GLP), but could hardly influence it, even though its federal councilor Ignazio Cassis is responsible for the file.
In the field of pensions, the FDP achieved successes together with the Bürgerliche: by raising the retirement age to 65 and reforming the pension funds. However, the latter has yet to survive a vote. Further demands – such as adjusting the retirement age to life expectancy – did not go through with the Bundesrat and parliament.
The FDP theme of cutting bureaucracy shows that constant drip wears away the stone. Liberals have been calling for a regulatory brake for years. And lo and behold: now the federal government has one up and running.
The SVP promised, among other things, to go against the framework agreement and against 10 million Switzerland. The party was all the happier when the Bundesrat broke off negotiations on the 2021 framework agreement. Even though the influence of the SVP parliamentarians in this decision may have been very small, as the negotiations fell within the jurisdiction of the Federal Council.
Also in the 2019 election campaign, the SVP relied on the promise to work for a ‘safe Switzerland’. The SVP achieved partial success with the passage of the anti-terror law. For example, the new regulations make it possible to place terrorist threats under house arrest.
To curb immigration, the party has now introduced one initiative after another – most of them too extreme to win a majority. The party therefore launched another popular initiative on the subject – just in time for the election campaign for the new legislature.
