Minister of Health Alain Berset proposes various measures to make better use of the electronic health record.

  • Doctors, pharmacists and physiotherapists will also have to use the electronic patient file in the future, if it is up to Berset. All hospitals, birth centers and nursing homes are already obliged to do so. The entire treatment chain will now use the file.
  • Anyone who lives in Switzerland and has health or military insurance usually receives such an electronic health record. Anyone who does not want a file must lodge an objection with the canton within three months. In addition, everyone can decide for themselves which healthcare provider has access to the file. Thanks to this system, the distribution and use should be expanded. The electronic patient record will be free.
  • The new law must also provide funding: the federal government must coordinate and finance the further development of the patient file, while the cantons are responsible for financing implementation on the ground in so-called core communities.
  • The revision of the law aims to create the possibility for medical data to be made available for research purposes – if the data subject agrees to this.

These measures are not yet final – Berset is now forwarding them to the so-called consultation process, which will last until mid-October. The template can then be modified again.
