Difficult key division: who wants to inherit Berset?

Retires after 12 years in the EDI: Federal President Alain Berset (SP).
Peter AeschlimannFederal Home Editor’s Sunday Review

It is now there as if on a silver platter: the Federal Public Service Home Affairs (EDI). But none of the previous players want to follow in the footsteps of Alain Berset (51). If you ask around the front chambers of the federal councillors, the answer is always: unimaginable, no issue, never!

In six months’ time, the United Federal Assembly will choose a successor for the outgoing SP minister of health. There are some pretty big chunks waiting for the new head of EDI. In 2024, there will be a vote on several referenda on old-age provision and health policy. Topics that score very high in the population’s barometer of concern. One thing is certain: there is a very attractive position in EDI in which you can certainly prove yourself – but you can also fail miserably.

Nevertheless, bourgeois parliamentarians showed interest in Tele Züri. For example, Andri Silberschmidt (29) told the camera: “A change is an opportunity for citizens to take responsibility.” According to the National Council of the FDP, the pension dossier needs a new impulse and liberal solutions: “There is an exciting division of duties.”

Key department with many construction sites

SP co-chair Cédric Wermuth (37) has no doubt that simulation games already exist for this – and sounds the alarm: “Ordinary citizens will not pass up the opportunity to attack the EDI. That would be a disaster for social and health policy.”

Compared to Sunday Blick, Silberschmidt spells it back: “There is no takeover plan.” However, the EDI remains a key department with many construction sites. It is therefore clear that one would like to see these files in the hands of the bourgeoisie at some point.

Who among the previous ones would even consider switching to EDI? Viola Amherd (61, center) has what it takes. However, there are no signs that the DDPS boss wants to work in another department for a few more years. In addition, de Walliser will become president of the Confederation next year and things will start on January 1 with the State Secretariat for Security and the Federal Office for Cybersecurity. Projects that Viola Amherd wants to promote. Head of Communication Renato Kalbermatten: “A change is therefore no problem.”

Changing parmelin would be unusual

SVP Economy Minister Guy Parmelin (63) tweeted on Friday that he is running for re-election: “I am highly motivated!” The Vaud native led the DDPS from 2016 to 2018 – another change would be unusual. Most recently, Friedrich Traugott Wahlen (BGB) performed such department shopping: he changed three times between 1959 and 1965.

EDA head Ignazio Cassis (62) also emphasizes at every opportunity that he does not want to hand over the important EU dossier. If the Federal Council of the FDP had wanted to make changes, it would have had the opportunity in the winter after the resignations of Simonetta Sommaruga (63) and Ueli Maurer (72).

Finance Minister Karin Keller-Sutter (59, FDP) and UVEK chairman Albert Rösti (55) remain on the civilian side. Both have only recently taken charge of their desired departments – a change therefore seems impossible.

Beat Jans in pole position

It is no secret that Elisabeth Baume-Schneider (59, SP) would have liked to have taken over the EDI after her election last year. But now it’s said the Jurassic woman has arrived at the EJPD – and feels like hammering pins into migration policy, for example. Baume-Schneider has never made a secret of the fact that she does not want to remain a federal councilor forever. So your department change seems unlikely.

So it remains with the most obvious scenario: that the EDI remains social-democratic even after twelve Berset years. Basel district chairman Beat Jans (58) is in pole position.
