Without network blocking: Telecom providers must protect young people from porn

The Council of States wants to better protect young people against pornographic content. He would like Swiss telecom providers to inform legal guardians about possible protection measures for young people in the future.

The small chamber silently accepted a motion from Niklaus-Samuel Gugger (EPP/ZH) on Tuesday. However, the Committee on Transport and Telecommunications of the Council of States has changed the main line of this proposal.

Contrary to Gugger and the National Council, the Commission does not consider it useful to impose a network ban on providers if they pay insufficient attention to the protection of minors. The Commission came to the conclusion that such network blocks can be easily circumvented. Network blocks currently only apply to games of chance that are not allowed in Switzerland.

Point out protective measures

Instead, the Council of States now wants to oblige telecom providers to draw attention to possible protective measures. Specifically, they should inform legal guardians about existing protection tools on the internet.

The proposal thus amended goes back to the National Council, which passed the motion demanding network blocking in May 2022.

The Federal Council supports the proposal of the State Council Committee, as Federal Councilor Albert Rösti said in the Council. However, the state government considers the request granted. (SDA)
