Corruption of economically dominant sectors

Corruption is undoubteda social scourge, which is expressed in the denial of basic rights such as, to name just a few, food, health, drinking water, quality education, social security and the right to dignified work. That is why it is urgent to condemn its various forms, as well as to clarify where the structural bases that cause it are located.

business sectors, Taking care of their own interests, they only draw attention to the corruption that originates from public officials, ignoring the fact that even in that case, a corrupt person from the private sector is also needed for the existence of corruption. As Alberto Acosta pointed out, “Transparency International studies the public sector, without revealing the other side medal, private sphere where corruption equally reigns”.

In our country, forms of corruption arose in private company loom, making forms of accumulation by taking away public resources. Its main manifestation is the infamous tax avoidance. This reality can be seen in the tax statistics General Directorate of Revenue, although, unfortunately, his last posts refer to 2019. tax evasion of the business sector reached B/. 6,698.4 million, which is a figure corresponding to 10.0% of the gross domestic product of that year. The meaning of this amount of evasion is clearer if we consider that it is 3.7 times higher than the contribution PCA to the treasury in 2019.

Corruption by evasion of private companies It is not limited to taxes, but also hits hard on social security. According to a recent report Actuary of the ILO, 2019 Only 73.3% of employees in these companies were registered and their quotas submitted to CSS. This means a large evasion that affected 26.7% of workers in the private sector. Seen in absolute terms, there were 227,671 male and female employees who were corrupted by their employers. they denied him the right to health, pension and protection from professional risks.

This phenomenon, contrary to what the spokespersons say economically dominant sectors, directly affects to those working in formal companies in the private sector. That’s right, according to INECin 2019, a total of 101,084 employees of this type of company should have been classified as informal workers of formal enterprises, because they were avoided CSS.

Of course, there are other forms of corruption that originate from activity of private companies. Among them, for example, is the sale of homes with misleading advertising, in areas where the promoters know perfectly well that they will be problems with drinking water supply. No less clear is the corruption of the premiums that private oligopolies impose on basic necessities.

The fundamental origin of corruption is found in the very structure and logic of the form of economy in which we live. This considers that economic relations should be based on egoistic individual, devoid of all solidarity, whose sole objective is to maximize their possession of wealth. An individual is measured by how much he has, not by what he is. This leads to the desire for accumulation at any cost, in a competition where corruption is nothing but a mechanism for achieving a goal. Returning to the human being with its dimension of solidarity requires a change in civilization.
