Personnel offices are already knocking on the door of social assistance offices out of need.

There is a shortage of skilled workers and assistants everywhere. Even for work integration measures, there are no longer enough people, as the welfare offices in German-speaking Switzerland confirm. “There was no room for everyone before, now there is,” said a spokesperson for the city of Bern. In extreme cases, it now goes so far that recruitment agencies recruit directly from the welfare office. This has occurred occasionally in Solothurn, but has also happened in the city of Lucerne, a spokesperson for the city of Lucerne’s welfare office confirmed. The unemployment rate in the canton is particularly low at 1.3 percent.

“I’ve never experienced anything like this”

This is also demonstrated in interviews with temporary agency workers. “We’re trying to reach people everywhere, and we’re in close contact with RAV and welfare agencies,” says Roman Nadig, 57. He is the general manager of the personnel office of Dommen Nadig Personal in the city of Lucerne. “We currently have 400 temporary positions that we cannot fill.” In 30 years of military service, he had never seen anything like it.

The personnel office focused on the placement of workers in the construction and technology field. That’s where it’s particularly difficult. According to Nadig, many unskilled workers are now employed due to the lack of skilled workers. Nadig: “For simpler tasks these are not always necessary.”

At the same time, the conditions of the employees did not improve. “Employers are not willing to pay more – or not at all.” With falling margins, staff offices will have little room to maneuver.

The job takes three times longer

Prices for placement at the Persigo staffing agency therefore remained the same, although efforts were greatly increased. “We’ve never seen so much demand,” says Managing Director Bruno Giger (59). On average, finding a suitable person is two to three times more difficult.

The personnel office is in less contact with the welfare offices, but more intensively with the RAV. There are more than 1,000 vacancies on the Persigo portal. “This is almost twice as much as before the pandemic.” Manpower, a Swiss-wide personnel service provider, is also noticing increased competition for employees.

For workers, the dried-up labor market offers the best possibilities for this. For example, the social welfare office of the canton of Graubünden says, “People who register for resettlement are very likely to find a job in the near future”. Learned or unskilled.
