Assistance in the production of corona vaccines: The federal government considers hiring personnel for vaccine production positively

The Federal Council said in a report approved on Wednesday in fulfillment of an assumption by the Supervisory Commission of the National Council that no anticompetitive or personnel law-related issues had arisen.

In the spring of 2021, Lonza had problems recruiting sufficient staff for vaccine production at its manufacturing facility in Visp VS. The federal government has appointed 29 experts by the end of 2021 to prevent possible delays in the delivery of Covid-19 vaccines.

These included employees of the Federal Metrology Institute, Agroscope and two federal technical universities.

The report states that the loaned employees’ contribution to vaccine production was valuable but “not critical to success.” There are some indications that loaned employees may have slightly accelerated vaccine production. According to the report, Lonza probably could have secured the personnel it was looking for without federal employees.

The report stated that the program did not have a distorting effect on competition, since at that time only the Lonza company in Switzerland was involved in the production of raw materials for the Covid-19 vaccine and there was a personnel shortage.

According to the report, hiring does not pose a problem in terms of personnel law because federal government employees are willing to do this duty. The report stated that in the future, if a loan is granted against the will of the affected employees, a legal basis will need to be found in the Federal Personnel Code (BPG).

However, the Federal Council does not consider it necessary to adapt the BPG, as the voluntary approach should be maintained in the future.
