The federal government wants to regulate the reimbursement of medicines manufactured in pharmacies and also the reimbursement of partial deliveries. This should simplify access to scarce medicines. The bottleneck has existed for some time.
In addition to existing measures, the Federal Public Service Home Affairs (EDI) has decided on an urgent change to the Care Allowance Regulation (KLV) and the list of medicines with tariff (ALT), as announced by the Federal Public Service of Health (BAG) on Tuesday. This should improve the supply of medicines in the event of a shortage and ensure appropriate treatment of the patient. According to the announcement, the changes will take effect next week.
If there is a shortage of a drug listed on the Specialty List (SL), the pharmacies can charge the Compulsory Health Insurance (OKP) for makeshift formulations made from a drug from the SL or its active ingredient. This option is also provided when a different form or dosage of a drug from the SL is needed, for example when making a children’s syrup instead of tablets.
In addition, the reimbursement of the partial delivery has been arranged. Since a month, pharmacies and doctors have been able to provide certain medicines in partial quantities if the original packaging is no longer available. The Federal Office for National Economic Provision (BWL) updates this list monthly, depending on the observed shortfall.
After the Medicines Administration had assessed the supply situation for medicines as ‘problematic’, the ‘Medicines Bottleneck’ task force was temporarily set up at the end of January. At the same time, the FOPH announced several measures to ensure the supply of medicines to the Swiss population.
The Pharmasuisse Pharmacists’ Association fundamentally supported short-term and quickly effective measures. However, that meant extra daily work for the pharmacies, whose remuneration does not cover the additional work, Pharmasuisse wrote a month ago.
