They pay in advance for the thirteenth month for February 23

The national government advanced the payment of the first ration Thirteenth month April for next Friday February 23, 2024

The total will be paid $54,180,935.60 which will provide officers with liquidity to cover essential expenses before the start of the school year next Monday, March 4.

The payout will cover the total 275,738 civil servants belonging to the central government, decentralized entities, public companies, financial intermediaries, boards of trustees and municipalities.

It was announced that the initial payment date was March 4, however, the decision to change the date was approved by the Ministry of Economy and Finance (MEF).

For this payment, the basic salary for the calculation of the thirteenth month is $550.00according to Law 52 of May 16, 1974, which established the thirteenth month for the public sector.

It’s recent Supreme Court of Justice (CSJ) declared unconstitutional the establishment of a salary ceiling for the calculation of the thirteenth month of public officials.

The decision was made after two lawsuits were brought before the Plenary Session for the unconstitutionality of the numbers 1 and 2 of Article 1 of Law 52 of May 16, 1974“introducing the XIII month for public servants”, amended by Law 133 of December 31, 2013.

According to the prosecutors, both items violate the articles 19 and 20 of Title III. Political constitutionon individual and social rights and duties, and Article 24 of the American Convention on Human Rights, which deals with equality before the law.

They add that the rule that is accused of being unconstitutional establishes different treatment of workers in the private sector and public officials, in order to pay the same right as XIII.

The Plenary Council, in considering this verdict, confirms that “the principles of equality and non-discrimination are the cornerstone of international law, and are also the most widely recognized human rights established in the Universal Declaration of Human Rights and the American Convention on Human Rights.”
